George Walker has been Chair of Social Investment Scotland since December 2023. He is also a Board Member for Scotland at Ofcom and a Board Member and Senior Independent Director of The Pensions Regulator.

George has extensive board and leadership experience across the public, private and third sectors, with particular experience in regulation, governance and financial services. He previously had a career of more than 20 years in investment management, working in senior roles in the UK, the United States and across Asia Pacific, including Australia. His previous appointments include Chair of the Scottish Housing Regulator, Interim Chair of the Office of the Scottish Charity Regulator (OSCR), Non-Executive Director of NHS Lothian and a range of board roles across Scotland’s health, social care and charitable sectors.

George has a particular interest in the impact economy, effective regulation, consumer-focused markets and the role of good governance in delivering better social and economic outcomes.

Samantha (Sam) joined the board in 2018, becoming Vice Chair in 2026. She leads the Treasury function for Wheatley Housing Group, one of the largest social landlords in the UK, managing the Group’s debt portfolio and investor relations. Prior to joining Wheatley, Sam worked in financial risk advisory services on interest rate, exchange rate and debt/capital markets matters following a number of roles in banking within treasury and risk management teams in the UK and Singapore. 

Louisa is the Director for Scotland for Business in the Community (BITC), working with companies in the UK and abroad who are committed to improving their impact on society. She is an Entrepreneur-in-Residence at the University of Edinburgh Business School, and she mentors a variety of small businesses, particularly social enterprises and companies run by women. She also sits on the Strategic Board of Interface, which connects businesses to academic expertise.

Louisa was previously the CEO of the Development Trusts Association Scotland (DTAS), the membership organisation for community-led businesses. Before joining DTAS, Louisa was Head of Economic Development at the Scotland Office and worked in energy strategy development at Scottish Enterprise.

Kathleen has been the Chief Executive of NCM Fund Services, who act for over 200 funds, offering a range of different fund administration and depositary services including regulated operator, accounting, depositary, administration and fund management, since 2006. She first joined the corporate finance team of Noble & Company Limited in 2003, after a spell at EY as a corporate lawyer, and was involved in corporate finance advice focussing on financial services and then consumer clients.

As well as being responsible for the day-to-day running of the NCM Group Kathleen also acts as Compliance Officer for the group. Kathleen is a Scottish-qualified solicitor and notary public.

Ian recently retired from the role of Senior Manager at British Business Bank, where he focused on raising awareness of access to finance for SMEs across equity and debt.

Ian has over four decades of experience growing and strengthening customer relationships across a number of well-known organisations which include the Bank of Scotland and Scottish Enterprise.

With over three decades of experience in professional services, Scott is an audit and assurance partner with Johnston Carmichael, where his focus is financial services.  Scott specialises in asset management business, including venture capital, private equity and associated funding structures from listed funds through to limited partnerships.

Leah Black is the founder and Co-Head of Regenerative Futures Fund for Edinburgh, working in the team at Foundation Scotland. Regenerative Futures Fund is a new 10-year £15m pooled fund for Edinburgh that shifts power to communities to make decisions and collaborate across sectors to lead systemic change tackling the root causes of poverty, racism and climate injustice. Prior to joining the Foundation Scotland team Leah was seconded to EVOC from her role as Chief Executive of WHALE Arts in Wester Hailes, leading the development phase of Regenerative Futures Fund. Prior to this Leah has worked at Creative Scotland, as Director of Spring Fling and Upland CIC in Dumfries and Galloway, has been a board member of Craft Scotland, The Stove Network, a Warden of the Incorporation of Goldsmiths of the City of Edinburgh and is an MCR Pathways mentor to a young person.

Alison is a director-level people professional and the founder of Peoplescale, a business which helps entrepreneurs and business leaders to transform and grow their organisations through practical people strategies and people development.

Most recently, Alison built the people function for a scaling-up global e-commerce SME specialising in consumer travel accessories but previously worked in senior roles across financial services, energy, tech, consulting and automotive. She held Interim and Deputy Director of People roles at several Scottish universities and led large-scale transformation projects for Scottish policing.

A former Board member for the Employee Counselling Service Limited, she also acts as a mentor for small start-up organisations through a social enterprise.

Lesley Duncan is an investment professional who spent much of her career at Abrdn, most recently in ethical and ESG fund management, where she played an instrumental role in developing a new partnership with Big Issue Invest to create an impact investment proposition.

Since leaving full-time employment, Lesley volunteers a significant portion of her time at the Blythswood Care SE Edinburgh Food Bank and has recently joined the board of Richmond's Hope, a charity supporting children who have experienced bereavement. Lesley joins the SIS board as a co-opted member, with a full board seat to follow in March 2027.

Lindsay is a senior investment operations leader and Chartered Accountant with over 20 years’ experience in regulated financial services. He currently serves as Director of Investment Operations at Baillie Gifford, an Investment Manager based in Edinburgh, with roles including Chair of the firm’s Valuation and Lending Oversight committees and on the Group Audit committee.

Prior to joining Baillie Gifford, Lindsay spent 10 years at PwC specialising in financial services.

Ian Walker has over 30 years’ experience in the global MedTech and life science industries, most recently as Global Lead Partnerships and External Affairs for Global Surgery in Johnson & Johnson’s Global Health Equity team, and Chair of the statutory Board of Directors of Johnson & Johnson Medical UK. Ian has significantly expertise in exporting to markets in the Middle East, North and Sub-Saharan Africa as Managing Director of the Johnson & Johnson UK and French export teams. and led them to the Queens Award for Enterprise in International Trade in 2014. Ian has also worked with the Johnson & Johnson Foundation, and helped create their Social and Community Impact strategy.
